Need lots of help please!

I am a 55yr old Mom of a 17 1/2 year old daughter who is a senior in high school and a 25 yr old daughter living on her own.
I have been between 182 and 192 pounds for years now and I want to be healthier and loose at least 20 pounds or more!
I eat ok but like to snack on little things like candy kisses and cheez-its like almost all day. I need something sweet after I eat meals, crazy I know! But I cant get myself mentally committed.
I exercise in the pool at the Y. I have a treadmill but dont use it much and an exercise bike I get on a little.
In spring and summer I swim more and do bike ride some.
I need help what can you tell me? I go down 2 pounds and up three. I just cant get a commitment on my diet or exercise!
